Persona designs a theme for your entire website
A theme is a designed template which contains consistent elements across all (or most) pages. Take a look at the site you are viewing and you can easily see which elements remain consistent when clicking through the pages.
Sure, pages can be created one-by-one, each with their own design and layout. The question is, "Would that really make a difference to the person on the other side of the screen?" Probably not. Also, you wouldn't want to know how much that would cost (expenses accounted by time and sanity).
